Notice of Nomination Day for Kananaskis Improvement District

Direction with respect to the 2022 Kananaskis Improvement District (KID) by-election process has been provided by the Minister of Alberta Environment and Parks. Notice of nomination day – Wednesday, July 6, 2022 – is hereby given. As per Ministerial Order 26/2017, subsequent notice of election – Wednesday, August 3, 2022 – will be provided formally at a later date.

For the 2022 KID by-election, nominations are being sought for  candidates in the following KID ward:
  • Non-commercial Residents and Ratepayers
 
All nomination submissions must be finalized, including the affidavit, and submitted prior to July 6, 2022 at 16:30. Nomination Form 3 can be submitted:
  1. by mail (at PO Box 70, 1 Boundary Road, Kananaskis, AB, T0L 2H0)
  2. electronically any day of the week, at elections@kananaskisid.ca; or
  3. in person (by appointment) at the KESC, Monday to Friday between 08:15 and 16:30.
NOTE: if you are submitting Form 3 via email, the returning officer will contact you to schedule a time to complete the affidavit. The affidavit must be completed prior to the 16:30 on July 6, 2022. All submissions accepted at the KESC will have the affidavit performed at the time of submission.

What is a notice of nomination day?
 
It’s a legislated requirement. Pursuant to section 26(1) of the Local Authorities Elections Act, as modified by Ministerial Order 26/2017, a returning officer shall give notice of nomination day by mailing a notice to every residence in the local jurisdiction at least one week before nomination day.

Why do we need candidates for a 2022 KID by-election?
 
Municipal councillors in Alberta have four-year fixed terms. Selected in 2021, KID councillors’ term expires in October 2025.

Recent resignation of the Non-commercial Residents and Ratepayers council representative requires a by-election to fill this council membership. 

A by-election is being held August 3, 2022 so that KID constituents may select a candidate to represent them during the current council term. 

 
How does someone become a candidate?
 
The Nomination Form 3 (linked below) – must be completed by a ward member to become a candidate.
 
Every nomination of a candidate shall be in the prescribed form and signed by at least 5 electors eligible to vote in that ward on the date of signing the nomination, and shall be accompanied with a written acceptance signed in the prescribed form by the person nominated, stating:
  • (a) that the person is eligible to be elected to the office,
  • (a.1) the name, address and telephone number of the person’s official agent, and
  • (b) that the person will accept the office if elected.
 
Only an elector who is eligible to vote in the ward for which a candidate for election is being nominated may sign the nomination of the candidate.
 
If a nomination is not completed appropriately, or is not received by the returning officer before the close of nomination day, the returning officer shall not accept it for filing.
 
When can someone submit a nomination?
 
Nominations shall be accepted from 08:15 until 16:30, anytime after notice of nomination has been given, and up until 16:30 on nomination day (i.e., Wednesday, June 22, 2022 to Wednesday, July 6, 2022).

Where can someone submit a nomination?
 
Nominations must be submitted in the prescribed form to the returning officer:
  • by mail (at PO Box 70, 1 Boundary Road, Kananaskis, AB, T0L 2H0),
  • in person (at the Kananaskis Emergency Services Centre), or
  • in electronic form (at elections@kananaskisid.ca).
 
Note: if prescribed forms are submitted electronically, a time prior to the close of nomination day must be scheduled with the returning officer or deputy to complete the Form 3 sworn affidavit.
